On Thursday August 26th, 2021, Investigators with the Mountain View Police Department received a Cyber tip from the Arkansas State Police ICAC Portal. NCMEC (National Center for Missing and Exploited Children). The Cyber tip was submitted to NCMEC on August 22nd, 2021 by the Electronic Services Provider KiK. KiK reported that from July 17th, 2021 through August 14th, 2021 a quantity of Thirty (30) images which were flagged as Child Pornography were sent from a cell phone.

Since KiK provided exact location, dates and times of these transfers investigators began to investigate these locations. One location had a camera and allowed us to identify a vehicle which lead to the defendant being identified as Chad Christopher Lowe, 39 of Mountain View.

On September 14th, 2021 at 3:30pm the defendant was interviewed at the Mountain View Police Department. During the interview, the defendant confessed to using two (2) cell phones which were found in his possession and logging into KiK by using the free wifi at the identified location. The defendant stated he used KiK to send and receive Child Pornography to other individuals he did not know. A total of eighty five (85) images and thirty (38) videos containing child pornography. Lowe was charged with 30 counts of distributing, possessing, or viewing matter depicting sexually explicit conduct involving a child.
Lowe is being held on a $250,000 bond at the Stone County Detention Center awaiting arraignment.
